  2. The school leaders are reflective practitioners and act in ways that lead to continuing improvement. They are resilient, able to withstand shocks in the system and to lead responsively and adaptively. They are empowered and able to lead independently.
  3. Educators involved in teaching literacy, numeracy, English FAL and  Mathematics are teaching effectively and learning is happening in schools
  4. Learners improve their academic performance particularly in Mathematics and English and improve their chances of gaining access to Tertiary education
